TDW began conversations with the city of Chicago five years ago. It was an exploratory time at the initial stages of what would become a massive $6.6-billion airport improvement project for O’Hare International the nation’s first or second busiest on any given day with 2,700 daily flights. Engineering News-Record magazine called the O’Hare modernization plan, “The Super Bowl of airport construction projects.” Simply speaking, they don’t come much bigger or more important. A runway extension would require the re-routing of nearly a mile of essential water line. The 90-inch, 25-year old high pressure line served 600,000 people in seven suburbs and flow interruptions were not an acceptable option.

During three years of active discussions, the city of Chicago and the owners of the water main, Northwestern Suburban Municipal Joint Action Water Agency weighed their options and learned about TDW hot tapping and plugging technology. Eventually, after comparing apples to apples, the TDW option won out over the next best method because the next best choice would cost $80 million more to achieve the same result.
The sole source, non-competitive contract awarded to TDW is a very rare occurrence for mega-municipalities like Chicago. Competitive bidding is an absolute must unless of course there is no other company in the world that can provide the required technology and expertise. Being a sole source was an important advantage, however once selected, the pressure to perform up to expectations, especially as an integral part of such a high visibility project, became a motivating factor for everyone involved at TDW.
The existing 90-inch ID (9-foot OD) pre-stressed concrete pipe with an internal water pressure of 210 psi would generate a bulkhead force of approximately 1.6 million pounds. The bulkhead pressure, together with other bending moments and forces represented the greatest intensity ever subjected to a folding head, line stop equipment system. To put things into clearer perspective, Engineering New-Record explained things this way: “An interesting element this fall will be when contractors (from TDW) cut off the pressurized water in the existing main and shift it to the temporary bypass, which will involve the introduction of a plugging tool. So if you make a mistake, you’ll have a gusher out there. There is no way to turn it off.” As a way to emphasize the critical nature of the process, ENR declares, “Getting that part of the job right may solidify the successful image of this Super Bowl-sized construction project.
TDW installed 12-foot thick thrust blocks at both ends of the relocated section and took on the role of General Contractor under a design-build contract. During a particularly brutal stretch of sub-zero weather in February, two 60-inch line taps were completed. The bypass operation started on March 27th when line stops were set and remained in place for seven weeks. Plugging heads were removed on May 7th at which time flow was restored to the new section of water line all without the slightest interruption to service.
