Old pipe. Aged and failing infrastructure. The problem for municipalities across the nation is becoming increasingly more apparent, perhaps no more so than in Baltimore, Maryland.
The situation being faced by Baltimore comes in the form of very old, pre-stressed, concrete pipe with an ID of 102-inches. The pipe serves as the main collection line for the sewage system. Problems were confirmed when several sink holes recently appeared over the line. Even a city vehicle dropped half way into the pipe and had to be pulled out. In order to get a clearer picture of what was going on inside the large conduit, an ultrasound device was used to scan interior sections of the system. What was revealed was an accumulation of debris on the bottom of the pipeline. The material collecting was literally the top lining of the pipe which had collapsed. Since the pipe is so large, it is almost never full and gasses that accumulate have weakened the upper portions of the concrete.

Two of the most dilapidated sections of pipe were targeted for immediate refurbishment. The city wanted to insert liners into the pipe to stabilize the situation. It was also essential that the waste water line not be shut down at any time during repairs. The fact that TDW had established a proven track record with large diameter tapping, plugging and bypass operations put us on track to provide the technical capability and equipment required to get the job done.
The first site to be repaired was called Cherry Hill and the conduit runs down a slope. The original plan was to perform tapping and plugging operations on opposite ends of the pipe section to be re-lined, however, the upper portion was in such bad shape the process had to be modified. A vault and connecting conduit was constructed that ran from the top of the hill to the point where TDW would tap the line and insert a 60 by 102-inch folding head plug. Before repairs could take place, divers wearing fully enclosed steel, deep sea equipment had to enter the line section to remove all the debris so that the liner could be inserted and so that the TDW plugging head would be able to establish a clean seal.
With the bypass conduit in place and the line cleaned out, a guillotine valve was closed at the top of the hill diverting line flow through a sluice gate into the bypass conduit and to a 60-inch bypass tap where the 102-inch plugging head had been inserted on the downhill side of the repair site. The damaged section of line was successfully repaired and line flow was restored.
The second site at Chesapeake Avenue is in the final stages of repair and the folding plugging head is two days from removal as of this writing. Both hot tapping and plugging operations have been conducted in flawless fashion. It is expected that repair work on the 102-inch waste water line will be continuing into 2008 and beyond.
According to TDW Service Center Manager George Jackson, the first 60-inch tap and placement of the 102-inch plugging head in Baltimore which took place between August 13th and September 19th of 2007 represents the largest of its kind performed anywhere in the world and takes its rightful place along side of many other TDW industry firsts.
